The baseline idle is set too high.  Meaning someone has screwed the idle screw out too far.  Probably because the Idle Speed Control Motor is dead.  Same thing happened to me on the same model car. Replacing the ISC Motor is extremely easy to do, a replacement cost me $135AU.

Torque wrench settings for 97 hyundai lantra 1.8

They use throw away bolts. One use only, so don't reuse your old ones. You will need new ones. The smaller bolts 1st torque setting 22Ft/Lbs and the larger 26ft/lbs, the 2nd torque setting 60 degrees both bolt sizes and the 60 degrees for the third.

Reving High

Did youmtry disconnecting the battery for five minutes, then reconnect, start engine and let it idle for 5 minutes with everything off, including radio and heater. If this don,t work you may have a faulty position sensor. I hope this helps.

Ebay is your best bet, might also try craigslist, etc.  I know for most cars you can also get a shop manual on Ebay that will include details on maintenance for most if not all of the car.
