I by passed my vats but it still wont start. I also tried the by pass codes on the radio but I'm afraid I'm locked out. any suggestions how to get this car started

DTC B2960
The BCM supplies a 5 volt signal and a ground circuit for the PASS-Key® system. This allows the BCM to detect PASS-Key® resistance values. Inserting the PASS-Key® (with resistor pellet) in the ignition lock cylinder completes the PASS-Key® circuit. Contacts in the ignition lock cylinder mate with the pellet contacts. The BCM compares the resistance value of the key pellet to the valid resistance programmed into the BCM. If the proper resistance value is read, the BCM allows the following functions to occur:
• The BCM sends a message through the class 2 serial data link to the PCM to enable the starter relay.
• The BCM sends a message through the serial data line to the PCM to enable fuel delivery.
If the resistance value is incorrect, a malfunction is present and a DTC will set.
Diagnostic Aids
• The following conditions may cause an intermittent malfunction:
- There is an intermittent open or short to ground on the PASS-Key® signal or ground circuit.
- There are poor connections at the BCM or the ignition switch connector.
- The ignition lock cylinder key contacts or the PASS-Key® resistor are dirty or loose.
• If the key resistor pellet is incorrect, there will be no BCM outputs to the crank relay or to the PCM. This state will last about 3 minutes. If a key is inserted, or the ignition is turned ON again before the 3 minute time frame is complete, the timer will reset to 3 minutes. Disconnecting the battery will not clear the timer sequence, but the timer will reset to 3 minutes when the battery power is restored. Even if a proper key is inserted during one of the time periods, the vehicle will not start until the total time period has elapsed.

measure the resistance of the pellet on your key , go to radio shack an buy resistors . Watch this video .
The fuel pump isn't being shut down , the engine computer isn't seeing a anti-theft system pass word (code) so it disables the fuel injectors . The security light on ? DTC'S - diagnostic trouble code's are stored . Need a factory or professional scanner to read this code's . You could try a by pass of the key an lock cylinder ,but that may not be the problem . Videos on you tube showing how to do it . Just search GM anti-theft by pass . There are a few different ones, VATS - pass key - pass - lock , 1 ,2 an 3 .
The theft deterrent module probably isn't energizing the theft deterrent relay . Most of the problems with this anti-theft system is that the contacts inside the ignition key lock cylinder wear out an can't read the resistor pellet on the key or the wires on the back of the key lock cylinder break . This all mean the key lock cylinder probably needs to be replaced .Or you can do a by pass !
Hello: On you computer type in how to by-pass the VATS system. If you follow the step by step procedures your car will start unless you have problems other than the Pass Key 1 system. ie: fuel or ignition. You have to troubleshoot a problem before you can repair it.
The lock cylinder must be bad.
Unfortunatly being an 89 it should be a cylinder with the VATS key. They are a bit costly. Around $75 if I remember correctly. Then if a VATS bypass has not been done (not really a bypass of the VATS, just a bypass of the key's resistor) then you need to get a key made with the proper resistance for the new lock. The bright side is the new lock cylinders come with a key already cut so it just needs a copy or thkey with the proper resistor.
I don't know if non VATS key cylinders fit into the column properly because I have only done the repairs with the right parts.
I think RockAuto.com has the proper lock cylinders at a desent price. If you do a web search for rock auto discount codes you can save a few bucks as well.
May have a fault in the VATS. Most likely the wires that come from the ignition lock are broke. That is the weak link of the VATS.
Need to measure the resistance of the pelet n your key and basically add that value of resistors to the wire for the lock cylinder at the bottom of the column where they come out.
If you do a search for "VATS bypass" you should find diagrams of how to do this. (This is mistakenly refered to a VATS bypass while it really is not a bypass. The Pass Key module always stays in play. It just bypasses the weak link in the system.)
Start at the problem. Go to the starter and with a test light, probe the small wire on the solenoid (may be labeled S) while trying to start. If the light comes on then its a bad starter/solenoid.
If no light then make sure the car is in park. Try to start in neutral.
Also if you have VATS (Vehicle Anti Theft System) that could be another issue (any "security" light on?). Is there a small silver "chip" embeded in the key? That would be the resistor for the VATS. The weak link in the VATS is the ignition lock cylinder. There are small wires on it inside the column that will break over time because they move as the key is turned.
A simple web search for VATS bypass should net you some results with diagrams on how to bypass the key resistor. (it is not actually a VATS bypass as the Pass Key module is still in use)
Hello: You have a VATS security system in your car. There is NOT any programmer9ng procedure' The key has a pellet resistor. The ignition lock cylinder reads this value and sends it to the VATS module. What happens is the wires on the lock cylinder break, then the car will not start. There are 15 different resistor values. On your computer if you will type in how to by-pass the Vats system you will get send to a web page that will tell you step by step how to do it. I have an original 1989 Cadillac Service Manual. If you have power but the starter won't engauge here are a few things to check 1 start at the fuse box check fuses. If the fuses are good check the starter. This time of year cold weather starters have more strain and burn out easier. Also exessive oil dripping on the starter can cause to go out because of residue build up in the starter. If the starter checks out good it is then a bad conection or wire. thanks
