It may not be the relay but the cooling fan itself failing intermittently, I had the same
problem with an 04 PT cruzer and the fan was intermittently failing (if the fan has an open frame on the motor water gets into the motor). I replaced the relay with no success
(located in the engine compartment as yours will most likely be). Once I replaced the
fan itself, the problem went away and the A/C functioned much better. Hope this helps.
