It's not unusual for water to make its way into a door, that's why the drain is there. It gets in around the joints between the windows and the door. I'm not sure why someone would tape over the drain but with the tape removed you should be okay. I'm a little concerned about the amount of water you got out so monitor the door for a while. If there continues to be a large amount of water collecting or draining, there may be a problem with the seals around the windows. Hope this helps.
I suspect that what you call tape is a piece of rubber that covers a drain slot, it is only attached on each end. Normally the water drains through the hole and out the middle of the rubber. Sometimes you can get so much dirt in the door that it plugs the drain. It should be fine now.
