The multi switch is broken. there are little slivers of copper in the switch, as time goes on these pieces become worn and slip around as you twist that switch, or move it up and down.

the washer pump is not fused directly, the pump operates through a central module called the BCM (body control module), so if the power windows work and the wipers work the problem is not loss of power to the system, it is either a defective wiper switch (most common) or it is a defective washer pump motor. These wiper controls are notorious for failing. Most likely the wiper switch is bad, but have the wiper motor tested just to be on the safe side. Hope this helps, good luck!
