1999 VW Passat AC/heat doesn't work? The belt broke this summer? I was told should still blow heat even if no belt?

If you are talking about the belt for the ac compressor, yes the heater should still work.
If the blower is not working, you will need to have the blower motor checked for voltage and ground.

Timing chain broke in back of engine on passenger side

Replacement of the timing belts is a critical maintenance item on most all VW's. Usually start watching the performance begining at about 70,000 miles. Dealer cost for the service is typically in the $600-750 range. Other parts should also be replaced once the timing belt is exposed. A timing belt failure can result in severe damafge to the engine, and can kill most engines when it occurs. Engine replacement is an expensive repair.

2000 VW passat timing belt replacement

80 000miles(120 000km) is recomended by the dealer but it's safer at 40 000miles(60 000km) its safer for town driving and cold conditions considering the diffirence between a cambelt change and a replacemnet engine and downtime.

I need to take off the water pump on a automatic 1992 jetta...

If it's a 2.0L or 1.8l, you'll have to take off the timing belt. I'd suggest looking for a procedure on removing the timing belt and the water pump is under the distributor gear usually. Do NOT loose your marks, or else you can ruin the engine.
