the fuel pressure should be around 35lbs with the key on. and when running should be the same with some fluctuation but no more than 3lbs either side of 35. how long has it been since the fuel filter has been changed. this should be done if it hasn`t been and or when the fuel pump has been changed.

Nothing wrong with fuel pressure should be fine. Pressure should not bleed off when vehicle not running that is probably why you have to crank for a while before it starts. I would check all fuel line connections from tank forward as you have a pressure "leak" somewhere along the line to loose fuel pressure.

This sounds like a bad ground. check all the heavy gauge cables attached to the frame. If one is loose, it will arc under a load, but lose its continuity.

It's in a service bulletin, if you live in a temperate climate state (ie New York, Penn, etc...) when the gas stations use winterized gas it evaporates in the fuel line causing the misses and check engine light to come on, the only way to solve this problem is to replace the Power Control Module (Computer) and Fuel Pressure Regulator.

Sounds like an engine sensor, EGR valve or O2 sensor has failed. First thing to do is to look at the engine trouble codes to pin down the failure. You can usually borrow an OBD1 code checker from your local parts store.
