To your concern:
Emergency Brake Light - would be lit to indicate that the brake fluid needs refilling at the reservoir on top of the master cylinder and/or any of you pads would require replacing. It might be to your advantage to replace all simultaneously;
Radio - normally, the radio would have two B+12 supply, one that is always ON meaning it is tied to the B+12 of the battery terminal and the other is an ACC/IGN B+12, where there would be only +12 when the IGN Switch is either at ACC or ON/RUN position;
Both doing so at the same time could be just a coincidence, not unless you have a DVD multimedia player. Most DVD players with on board video display requires an interconnection to the emergency/parking brakes to display video. You may need to check on this.

sounds like an electrical nightmare! start by removing the cluster,now try signals are they working if yes then bad cluster, also i had a few caravans that just had bad connections i removed the plugs and reconnected them and it worked fine, also with the light coming on with your foot on the brake may be a bad or in correctly installed bulb, check all brakeand signal bulbs, try all of this , good luck,hope this is helpful.
I had the same problem with Dodge Grand Caravan as well. I have a 2001 GCV and these radios go out all the time, plus each speaker has separate amps which some speaker will stop working. You will need a new stereo, however the dealership will charge you over $350 for the same replacement. I chose to go to BestBuy and buy a new Stereo for around $100 which has iPod connections which is a plus. Next problem!!! Since each speaker has its own amp, in order to get the new stereo to work, I had to install a relay by tapping into the passenger side kicker panel master amp power supply to bypass the chip. Best Buy guy will know what to do. I suggest install the stereo yourself with a kit and go back to install an amp bypass relay switch. Hope that helps.
Stock Stereos **** and Dodge make is difficult to go aftermarket.....Good Luck
it sounds like you got 2 problems...the cruise and radio buttons sound like a bad clockspring......the overhead console problem sounds like a bad ambient temp sensor located behind the grill. if it is too cold out the ac will not run
