When my 95 Dodge Neon (automatic transmission) is really heated up and I slow to about 40 mph, the transmission downshifts to its second gear and stays there. I stop the car, run the shift lever through all the positions, and the car shifts normally for some time, then, it hangs up in second gear again and I have to stop and cycle the shift lever. Any ideas?

Check the vacuum modulator on the transmission for a cracked leaky vacuum hose.

these transmissions are notorious for being "junk" replace transmission.

Go to auto zone to check for code it is fee.

Cheapest thing to try is a fluid flush and filter change. Unfortunately, if that does not work, then next bet is probably a rebuild.

Sounds like your synchronization rings inside the tranny are wearing out try changing the transmission oil and adding product like lucas oil treatment , if it helps lay off the downshifting until your ground speed matches your engine speed for the gear your ring to go in. like really slow speeds ...

You probably need to have linkages at transmission lubricated. There is one that controls throttle valve which tends to seize up on a regular basis. When it starts to seize, you will notice it staying in lower gear longer before it shifts up, and sometimes it will shift down hard when slowing down to stop.

Did you take the linkage right off at the transmission ? If not, then don't !! The shaft can drop down & something internally happens, that requires removal of pan etc to put it back.

How about the CV joint?? were they inspected for wear??
