There is a fuse it might be marked ROOM or PNL
Do your taillights work that fuse may also be the one bad because the taillights come on with the dash lights. and I have seen the Dimmer switch bad or turned alll the way down.

MY 1987 toyota forerunner , taillights and instrument pannel lights do not work, I've tried bulbs and looked through fuses, nothing seems to be burnt. problem originated in wet rainy/ snowy weather. Problem originally was that the running lights, tailights and interior lights came on when the vehicle was turned off.... needed to disconnect the battery in order not to continually drain the battery.
where would this fuse be located?
