I have a similar problem, with a 2003 Sonoma 4x4 crew cab. It works fine when the headlights are off, but when they're on, the right blinker blinks very fast. I got frustrated one day and replaced EVERY light on the exterior of the truck - still same problem. Oh... and when it blinks fast, the right-hand license plate light blinks with it. I've checked for bare/pinched wires.

The fast blinking means that the new bulb is not any good. Try putting in another bulb. If that does not take care of it, then it could be your blinker switch.

Normally with the blinker blinking really fast, it's telling you that one of the bulb is blown, front or rear signals. Check your fuse, and fuse relay to see if it would fix the promblem
Usually a fast turn signal means that there is a light out. You should probably check all of your lights, including back-up lights, and turn signals. If there is one out then replacing the burnt out bulb should fix the problem.
The blinker usually blinks fast when a turn signal light is burnt or not contacting. Check the signal bulbs to see if they are contacting or in good condition. If that is not it. Try replacing the blinker under the dash.
check and replace the bulb in the rear left light, the fast blink is normal when the front or rear bulb is out, the brake light not working indicates which one is out
