That's done by locking the steering wheel exactly straight and adjusting the tie rod ends so they are correctly adjusted for the proper specs. (both wheels straight ahead and also about 1/16" to1/8" in at front.
It's best done at an alignment shop, but if you have any experience with doing wheel alignments you can get it fairly close using a string. One rule is whatever you do to one side, do the exact opposite to the other side in the exact same amount. In doing that, you won't disturb the toe in but will re-position the steering wheel. So, lets say you turned the tir rod on the right side in one turn....You then need to turn the left side one turn out. If you have just replaced a tie rod end and did not count the turns necessary to remove it, then turned the new one in the exact same amount, only adjust the side you worked on 'till the wheel is again straight.

If the steering wheel hasn't been removed and is just off center then the front end may need alignment to correctly get the steering wheel at center.

this is so easy its untrue,jack front up then undo the nut in the middle of the steering wheel ,turn wheel fully to the left ,then count turns when its fully to the right ,divide by two and their you have it ,normaly its about 4 turns lock to lock so notice where spoke are then using that as you fix bring it back 2 turns and put the wheel on the right position,then drive vehicle forewards a little slowly and when the vehicle moves pull the wheel off and re.position whilst your moving
