It sounds like you have a vacuum leak or intake gaskets leaking. Try this. Start the engine and let it reach the idle it want to go to. Get you a can of Brake Clean and spray it around the intake manifold (it on the top center of the engine, you may have to removed a plastic cover) If the engine idle changes up or down then the intake gaskets are leaking hence your vacuum leak. I hope this will help you.

SOURCE: idle air control valve keeps going bad

are you using carburetor spray to clean it? Because if this chemical gets into the motor it could cause lets say you've been cleaning it properly is it working intermitantly then if it is then the one of the wires could be shorting out making it look like it not working properly. i send you good luck and hope you can trace down that wire.

Have you cleaned the throttle body? It gets really gunked up with time. Also, when my daughter's car had those symptoms, it turned out to be the crankshaft position sensor. It was a cheap, easy fix.

well, since you have already checked many options, one other thing that could cause a problem like that is the idle control valve,
pvc valve, throttle control sensor, and even the EGR valve, but a diagnostics check-up should tell you more efficiently what the problem is.

disconnect the negative battery clamp, and leave it off for 5-10 minutes-resets the computer and forces it to relearn the sensors-if the problem continues, your idle air control or the throttle position sensor are prime suspects.
