92 V6 fan water pup pulley not moving, does this mean the water pump has gone bad? No water leakage

I am going to assume that you have taken off the belt and are sure that exact pully is the one that is froze. So in that case yes there is a VERY strong possibilty that the water pump is bad. I have seen many water pumps freeze up and not leek. It's not real common but it does happen most of them leak. Once you remove it and try to free spin it you will be sure but I say since the belt is off and it's froze, your chances are almost 100% that the pump is bad. I hope this helps and good luck.

While driving my 1995 honda accord sounded like a diesel engine and water just started pouring out on the drivers side back by the oil drain pan away from the radiator.

ther is a blown radiator hose or worse there is a hole in the engine. locate the leak and fix it. the sound you heard is most likly cause the engine over heated and important parts of the engine expanded when hot. if lucky it may be just a hose or a water pup that went bad. also if the bearing went bad in the water pump it would make a horible sound also.
