My hand held diagnostic tool will not interact with obd2 96 cavalier. I checked the fuses all good. Any ideas?

If the scann tool is powered with the power of the Vehicle.
It's mean the connector is missing a power .
To fix this you need to check. the following
Check the " CIG" fuse 15amp. This fuse give +12 v to the cigarret lighter and OBDII diagnostic connector.
Is the Orange Wire of the OBDII connector and PIN # 16
The Ground is the PIN # 4, black wire, and PIN # 5, black/white.
Be sure of this wires are correct fix if any need,
after try to sacn again or see if there a power when you connect the Scann tool.

If our computer dont start in the cavalier and work on a buick you can not comunicate with the car computer because the computer is shot if all wire are good and clean those computer had a recall here in canada i dont know were our at but those computer corode badly there in the front passager in the fender water salt water look at the computer the cassing breake with corosion let me know pierre
Are you getting any standard engine codes? Have you tried a different scanner on the vehicle? You can have it checked for free at any autozone. I would be happy to assist you further so please don't reject my solution.

Check that connector on the module you are testing is not faulty or dirty, or that the unit is completely dead.
Clean the throttle body with a good carburator cleaner, you may need flushing on your valve but as per other users cleaning the throttle body did the job
Some troubleshooting problems and diagnostic items built into it, which are only accessible with the dealership

OBD 2 systems on GM vehicles use class 2 data. The signal uses both
Frequency and Amplitude to encode the data. This makes them *very*
sensitive to ANY add on electronic dodad.
In the service manual you will find a section stating that ANY add on
electronic component *may* interfere with ECM communication and cause
driveability concerns or SES lites.
If someone does insist on wiring any dodads into the system, it is
recommended that all connections into the electrical system are made
exclusively at the battery. Most add on company techs will not take
the effort to do this Most don't even know about the above.

I just diagnosed a problem on a 96 regal with this diagnostic tool It is suppose to turn on when plugged in. I will not even interface with the 96 cavalier computer. The tool is suppose to read all codes generic and factory
I have checked it for dirt how do I check to see if it is faulty?
please dont answer this post unless you have a specific thing I can do. I dont have time to check the computer for stupid things I have already checked. Like I said before I know the diagnostic tool works fine on all the other cars I own. The connections all look fine free of dirt. I just wont interface with this pcm on the 96 cavalier. The car will run but runs rough at Idle.
