I would start with giving it a tune up. Cap, rotor, spark plugs. Even though you may have spark it maybe weak.

Should you have continuity on the starter with the key in off position

Yes on the big terminal, but not on the small wire. Check to make sure you have continuity from battery negative to case of starter. This ensures you have a good ground. Have you had the distributor out?

Engine will not turn over after cold weather

which engine?

cranks but will not start or remain running

tune up time, cold damp cause spark parts bad

oldest story in world. damp conducts, bad insulators do wet.

end result , bad spark.

flooding ? crank wide open throttle, (oper, guide, on start page.s...)_

check spark..,got spark to all cylinders

try test fuel, if not flooded,

starts then stalls?

we hope so. Maybe you had a defective plug with a crack in the insulator. Make sure you gap the new one right, and I recommend you check the gap on the others. Assuming you have a 4 banger, one out may be enough to prevent start, but not in most cases. Let us know what happens after you fix the plugs.

Wont start but ,turns over allright

Sounds to me like you have a problem with either spark or fuel. If it is turning over fine than you are getting voltage. You need to check and see if the spark plugs are firing and check and see if fuel is being pumped up to the fuel rail. Once you can confirm those things for me we can continue with the diagnostics. If by doing the above helps find your problem, enjoy.

Do you have Spark at the spark plugs? Try checking for spark by removing wire from the spark plug put a screwdriver into the sparkplug boot hold it 1/4 inch away from a good ground don't hold the screwdriver or your get bit. If there is a bright blue spark it's good, next check to see if you have fuel, first turn the key to the run position next listen for a hum or whine from the fuel tank with the door open holding the buzzer switch in on the door. If you here a hum then find the pressure test port for the fuel, if it does not have one try loosening the fuel line and see if you have fuel. If it's throttle body type then pull air line or filter off and look inside the throttle body and have someone press on the fuel with the key in the run position does it spray fuel? Yes?? Then may have jumped time if not you may need fuel pump.
