You may have lots of carbon soaking up the fuel so the glow plugs can't get enough fuel to heat up and fire. The crd adds more highly flammable for ignition. Ffuel pressure: Part stores will sell you a new fuel pressure regulator as your old one may not build the fuel pressure enough for starting. I like the engine additives for diesels that cleans an improves combustion -for diesels., for faster starting. When your glow plug light goes out wait for 10 seconds and then try start it from cold cause power still going too plugs even though light on dash has gone out

most likely the relay. its located to the left of the fuel filter( looking at the motor from the front). my experience is that they only last about 50,000 miles. the part costs about $20 at an navistar dealer. remove the cowl over the filter, disconnect the batteries(so you don't short the new relay out if you cross the polarity with a wrench) ,remove the four wires from the ceramic relay, un-fasten the relay from the base. reverse the process with the new relay. CAUTION; do not over-tighten the nuts on the wire studs, you could crack the ceramic relay.(iv'e done it) . hope this helps

Here are the common cause of surges, stalls at stops, slow idle speed, erratic idle, it is in most cases the idle speed control air-bypass valve and/or throttle valve and upper intake, these area's get full of gunk and combustion residue over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving
This problem is commonly caused by a dirty automatic idle speed control valve and throttle valve but always run a OBD2 fault code as well as the cleaning procedure. Buy a can of throttle valve cleaner (do not use carburetor spray cleaner!) from NAPA or Carquest (made by CRC chemicals) and spray it into the air intake while the engine is running, use up about 1/2 the can, engine will try to stall hold the speed up, shut it down and let it soak for 30 minutes, restart and blow out the remaining fluid, shut it down and disconnect the negative battery cable for 5 Min's to reset the base idle control
