There are several possible problems causing the temp increase.

  1. Low coolant level
  2. Leak in radiator hose
  3. Leak in radiator
  4. Bad waterpump
With low coolant levels by any 1 or a combination of 1-4, the vehicle will run hot at low speeds and at idle. Running the AC or heater pushes the remaining coolant through the system faster, aiding in cooling the engine but all indications are you've definitely have a cooling system issue that should be looked at immediately before doing damage. If the coolant level is good (when car is cold, open radiator cap and check for coolant level), the issue most likely lies in the waterpump.

I have a honda civic lxi 1994 it keeps running hot, and does the fans have a delay until the radiator is hot?

Rads have a delay, but shoud come on when the temp guage reads half, if the fans are not coming on then first change the thermo stat, then the temp sensor if the fans are not coming on.

1997 Honda Accord temp guage goes up and down. It goes up when when idling @ a traffic light. It rises in between the half way mark and the H. When I accelerate it goes below the half between the C. What...

If it is not an instrumentation problem then you have to assume the coolant is heat cycling. It could be because the cooling fans are not coming on due to the temperature switch, fans or relay. This would explain why the temperature increases when you are stopped and decreases when you are accelerating and air is moving over the radiator.

Could be the flap that directs the air flow. Are you getting air flow to all vents? The flap is inside the venting and controlled by a vacuum operated actuator.
