The solenoid is located in the starter, I don't know any other relay for the starter

Sounds like a bad starter or a bad battery cable connection to me. If you are certain that tyour battery is in good condition and fully charged, your battery cables are clean and tight and are making good connection on BOTH ends, replace the starter.

1993 Buick Park Avenue we had a dead battery so we removed and charged it. Now the Car won't start and when I put key in the ignition the security light starts flashing

Any car with a Factory Anti-Theft System does this whenever battery power is lost. If your owners manual doesn't address this, you will have to contact a GM Dealer to get the system reset. Sorry!

Rack and pinion units are not repairable. You will need to purchase a new (or used) unit. Be sure to flush ALL the old power steering fluid out of the system before installing the new unit.

1996 buick park avenue's security light comes on and then will not start. after about 5 min it will start. what the heck!

change the battery in the key fob for locking and unlocking doors. once the battery is new lock and unlock the doors 2 times it should sinc the system again

The TDM in the security system (VATS/PassKey) is having problems, it's typical on those cars. You can find a great write-up here: http://newrockies.ca , it was the only thing that saved my Park Avenue.

I have a 1995 Buick Park Ave Ultra. The car has power but will not turn over. I was told by one shop that it might be the V.A.T.S. system and by another that it is the IGNITION CONTROL MODULE.

Make sure the battery cables are clean and tight on the battery. Check to see if the wires to the starter are tight. Try starting it in neutral to make sure the safety switch is being make. Also hold it up into park and try.

Replace ignition lock cylinder. The wires have broken that go to it.

I would definately think its the security. Look for a light somewhere near the dash that says SECURITY. Thats a dead give away. I think on the park avenue its in the middle of the dash above the radio. Check out this site, it explains the whole SECURITY thing, why your car isnt starting, and solutions to fix it yourself for cheap.
