Back in the day before EFI and trouble codes, when we ran into a stubborn filter we'd punch a large (12") screwdriver through the filter to provide enough leverage/torque to loosen the filter. But that is a last resort, because you can't drive the van to a shop with holes punched through it.
i had the same problem, so I removed the door skirt and tapped the motor very lightly with the end of a large screwdriver and the motor started turning again.. no problem since then. just a stuck motor from the dust and metal in the motor. Hope this helps. Good Luck
