The distributer does not charge anything. If you are saying that it is not firing the spark plugs this will clafify the issue. Check the coil, for this is where the distributer gets its fire.

PULL THE SPARKPLUG OUT OF THE #1 CYLINDER ROTATE ENGINE OVER TO FIND TOP DEAD CENTER ON COMPRESSION STROKE REMOVE DIST. CAP AND SEE WHERE THE ROTOR IS POINTING AND ADJUST SO THE #1 WIRE IS LINED UP WITH IT
When you take the line off of the vacum advance can you feel air comeing though it if you put your thumb over the end of the hose,? If not the line could be plug or a leak in it, some where. If that is not the problem ,Replace the distributer,
distributor bushes worn allowing the oil lubricating it to leak into the cap.dont worry if a very small amount but if excessive will need repair or replace
the timing was disturbed while reinstalling dist. or it is not installed in the right position normally you would make a mark that will line up when reinstalling also make sure you don't disturb the position of the place where it goes.
