Why wont my car pass smog they said i need to change o2 sensor i did no pass, then they say spark plugs i did then they say spark plug wires so i did and i changed cap and roater still wont pass it goes to the number it is suppose to then it climbs back up to high what should i do next need to have pass asap

Could be lots of things. It could have a leaky injector that is dripping all the time. You can pull the injectors while still on the fuel lines, to see. You could have bad compression and burning oil. You need to do a compression test to tell. You could have a bad plug or wire. They are cheap to so just change them. The fuel injection system could be off. Check the temp sensor, air mass sensor, O2 sensor, with an ohmmeter. Don't remember the values, but bad ones usually go 0 or infinite.
Would double check your firing order on your cap.If running worse almost positive some wires were crossed.The spark plug firing order is ( 1 - 3 - 7 - 2 - 6 - 5 - 4 - 8 ) and runs counterclockwise on the distributor cap.
check for vacuum leaks especially around the intake manifold gasket. Although the engine appears to be running rich, it could also be misfiring due to being too lean in one cylinder. When the cylinder doesn't fire the charge, it goes into the exhaust completely unburned and looks like a rich running condition due to the unburned fuel. If it is a vacuum leak causing the problem, the engine will run fine at road speeds but misfire at idle and not pass smog.
Emmision is the fumes produced by your exhaust. Do a tune up on the car and have it checked for exhaust leaks. Spark plugs, Wires, oil change if needed, O2 sensor, Air filter and such thing as this should put it back into order. Which state is this? If it is california then you might want a professional opinion because they no more about smog canisters and stuff likethat. But tune up should do it.
