The fuse must be in the main fuse box. The position and function of the fuses is normally marked on the inside of the fuse box cover and also in the owner's handbook. If you don't come right with these, work your way through the fuses looking for a blown one. To ease your search the wiper fuse it should be around 15 to 20 amps.

Check the fuse box under the hood. Typically on driver side behind battery. Top lifts off to expose relays and fuses.

I think ther are rubber bushings that hold the wiper arms on the wiper linkages that have worn out,some cars have these & if the arms can't move because the blades were frozen to the window,those linkage shafts that the arm fits on were still turning underneath tearing the rubber up,can you here the motor turning with no wiper movement,or is there nothing,could be blown fuse cause the wiper motor got hot from not being able to rotate inside?

Replace wiper motor to correct problem,removing fuse will cause other problems as there are other devices run by one fuse.You could unplug wiper motor if acessable.

There is no separate fuse for the washer pump on that vehicle. There is only one 25 amp fuse for the wiper/washer circuit. Your next step should be to locate the washer pump and check for voltage at the plug going into the pump.

go to www.fleet.ford.com , under the maintenance tab select owners manuals, put in your car info and download your manual, look under emergency roadside procedures for the table listing all the fuses and a pic of where they are in the fuse box. Hope this helps, let me know.
