First, you will have to drop the tank. Tools you will need are ratchet and socket set, an impact wrench would help.
Put the van up in the air on a lift. Undo all brackets holding the fuel tank to the van. While undoing brackets, also disconnect fuel lines and electrical wires from the tank/fuel pump. When the brackets/straps are taken off, have a jack ready to lower the fuel tank down on. Now you can easily remove the fuel pump and put a new one in.

So , does it have fuel pressure? have you checked the Inertia Switch? You dont replace spark plugs or filter because all of a sudden it wont start.

the switch is located under passenger side foot trim panel under glove box. open passenger side door and remove the plastic cover .
