There is a 30 amp (pink) fuse located in the fuse box located inside the car (see picture below) and it is in the number 11 position in that box. That fuse is for the wiper system there is also a hi/low wiper relay located in the power distribution box located in the engine compartment. It is in the number 1 position (the big number 1 not the diode or fuse). You may want to check that out as well if the fuse is good. The picture for that is also below. I would check the flasher control unit in the fuse box on the driverside under the dash and on the rear wiper it is either a fuse or the motor may be bad
and for "guest" I would check to make sure that the brake bulbs are good and if they are check the brake switch behind the brake pedal under the dash

ford electrician told me that most f150's have a leak with heavy rain and it drips down on the interior fuse panel and corrodes the 2 connectors. this was what was going on with mine.

The windshield wiper has a motor located in the hood.
This motor normally gets damaged within time and it might be repaired or replaced but wouldn't cost so much.

could be the switch.but if it has intermittent wipers i think,not sure though, that that year has an intermittent wiper modul at base of steering column or near there. if it does unplug the two connectors to it and plug them into each other.if they now work then a new module is needed. but you dont need to replace it, you just wont have intermittent
