Question about Lexus RX 400h
All the systems of this car including the Synergy drive hybrid system is controlled by a on board computer called the "PCM" (Powertrain control module), the system is very complex, so guessing what the problem is on a modern car like this is really not a good idea as it is usually WRONG. So what needs to be done? You must have the dealer or any shop that you trust hook up a special electronic test tool called a "Scanner", with this scanner you can look into the system functions and also read the trouble codes that almost certainly were generated by this present problem. Bottom line get the car tested for fault codes to explain what is going on, then a professional automotive technican with training on this car and system can look at what has showed up on the scanner and decide what the problem is.

This really can't be diagnosed just by reading a description of the problem. The electrical systems on modern cars, especially hybrids, are very complicated. Your best bet is to tow the car to a reputable shop qualified to work on hybrids, or the dealer. Good luck.
