Cooling fan relays are usually located under the hood in the engine compartment in the black box with all of the fuses. On the under side of the box cover it will usually give a drawing of the fuses and relays and the position they hold in the box.

Start diagnosis at engine fan relays, A/C fan relays, any fuses or breakers, in main power supply, and at fuse box or boxes. Some cars have more than one fuse box, Inside and in engine compartment.
This may not help, but it looks like two fan relays are in a box on the passenger side of the engine compartment. The info should be in the owners manual. Let me know if you don't find it.
The cooling fan on a ford car usually does not have a fuse. The cooling fans are controlled by a relay in the power distribution box inside the engine compartment. The box is usually located near the battery. Your owners manual should have a guide showing you what each relay in the box is for.
This does not have a fuse box in the engine bay, just under the dash.
