if you changed your wiper motor and did not turn it on and let the motor return to park before installing blades,i would remove the blades ,turn on the wipers and then off and wait till they do park, then reinstall blades.
pull the wiper arms off. turn the wipers on intermittent so they work once. then put the wiper arms back on in the down position and tighten bolts on wiper arm. They should then be timed correctly. Please rate my post.
If your wiper work on slow and high and delay does not work its wiperdelaymodule need to be replace. Get one from a junk yard save you some cash, common on dodge vech. 04883827AA for windshield wiper motor delay module. hope that help some
if the wiper motor isnt coming on, check the switch with a test light or voltage tester, unplug the motor turn switch on test the wires that go to the motor, if the are not hot, its your switch, if they are hot, its your motor.
The ground wire for the wiper motor is actually the bolts that go into the firewall. As the bolts corrode, the ground is lost, causing intermittent "failure" of the wiper motor. Clean the corrosion from the bolts and the wiper motor, then run an additional ground wire from the motor to the frame...that should resolve the problem.

Hi my name is Allen!
Check the related wiring for frayed areas that may be making contact with the metal area of the vehicle. If there are no problems found with the wiring then the wiper motor is the most probable cause for fuses to blow. If you need further asistance you may contact me through FixYa!
