#10 is the airbag fuse, but the problem is most likely a ground fault. I have a 1996 Grand Marquis doing the same thing. You will probably find your problem exist within the air bag module. The module was stolen out of mine, so I tried disconnecting the airbag instead. This did not correct the problem. Locate your module (under passenger seat I believe) and check it out first. I hope this helps.

With this code you are more then likely looking at an open or shorted circuit in your wiring. In most cases it's not a sensor. There are 34 separate tests dealing with just wiring, checking resistance and voltage in order to diagnose this properly. Below is a description which may not help much but this is what it means. VERY detailed work in diagnosing this problem and knowing wiring is a must to be able to diagnose. You may want to try cleaning and checking all the plugs at the sensors as the open circuit could be right at a plug or splice. Wish I could be more help....

sending units can be difficult to diagnose, since they sit somewhere between the sensors themselves and the temperature gauges (they may even be part of the sensors themselves, making diagnosis even more difficult). How do you know if the problem lies in the gauge itself, the sensors or the sending unit? You can always check the sensors themselves---one of the most common problems with temperature sensors located near the engine is a disconnection caused by vibration, which dislodges the sensor. If the sensor is dislodged, you can fix this problem and the sending unit should operate well.

Should be part of the ACM, (airbag control module) located behind center console, near firewall, but PLEASE BE AWARE, "VERY DANGEROUS " item to fiddle with as airbag(s) could deploy if proper steps are not taken by knowledgeable technician, prior to attempting any repairs to it.

The air bag is bolted in from the back, remove the glove box door and the liner/compartment, I used to get at the motor from there without removing the airbag, it is hard but do-able.
