That is what usually happens because of the location and lack of use. If it doesn't turn you will have to cut the cable or cradle that holds the tire up. If the rod does turn your spare tire carrier might have a safety catch. The catch can usually be released by putting a jack under the spare tire rim and raising it up. While your doing that turn the rod to crank up the tire. That should release the saftey catch and allow the tire to be lowered down.
if you want the cheap route do it yourself. the tools should be in the back of the car under the carpet. or if you dont want the hassle of changing to the spare just buy or borrow an air canister and take it to your nearest tire shop
