The ticking is most likely caused by the camshaft followers, if it goes away right away (within 1 or 2 seconds) it is nothing to concern yourself with. oil drains out of the followers when the engine is shut off, they must pump back up with oil when engine is started, the noise is very common and does not indicate any mechanical problem.

If sound comes from under the dash, it might be an hvac actuator that is having a problem? Sometimes you can put your hand on it and feel the vibration? Sometimes with a relay, you can do the same thing.

ThenI start my engine it sounds like diesel and no power

how is the oil level and pressure?, how many miles on engine? is this a loud knock or rather a clatter/ticking noise? knock is engine rod or crankshaft bearings, clatter loud ticking is valve follower noise. how long before it (the noise) goes away?
