You will need to disconnect the sway bar from the sway bar links(in most cases you might as well replace the links as well since they may snap while trying to remove them). You will then remove the sway bar bushing caps 2 bolts on each of the 2 caps and lower the sway bar. Is the bar cracked? should not require replacing if it isn't cracked. the rubber bushings and links do wear over time and yes the bar can crack.

Your vehicle has a distributor less ignition system. Timing is controlled by the computer based on inputs from the crank, cam, and other various sensors. There is no mechanical adjustment that can be made by yourself that will change ignition timing.

Where is the fuse box on a 1995 olds delta 88 royale

under dash on drivers side is small fuses. on firewall in middle for large fuses.

I have no sway bar on my 89' Ford F-150 4X4

Many older Ford trucks with lower trim levels did not have rear sway bars. I have an 87 Ranger XLT that has a rear sway bar, my one buddy has an 88 XL without one. Both truck suspensions are stock.
