Was the ignition switch ever recalled on the 2009 chevy cobolt

No,
Recalls for
  1. STEERING:ELECTRIC POWER ASSIST SYSTEM. GENERAL MOTORS IS RECALLING CERTAIN MODEL YEAR 2005-2010 CHEVROLET COBALT AND MODEL YEAR 2007-2010 PONTIAC G5 VEHICLES EQUIPPED WITH ELECTRIC POWER STEERING. THE DRIVER MAY EXPERIENCE A SUDDEN LOSS OF POWER STEERING ASSIST THAT COULD OCCUR AT ANY TIME WHILE DRIVING.
  2. POWER TRAIN:AUTOMATIC TRANSMISSION:LEVER AND LINKAGE:COLUMN SHIFT. GENERAL MOTORS IS RECALLING 276,729 MY 2009 BUICK ENCLAVE, CHEVROLET COBALT, HHR, MALIBU, TRAVERSE, GMC ACADIA, PONTIAC G5, G6 AND SATURN AURA AND OUTLOOK PASSENGER VEHICLES. THESE VEHICLES FAIL TO COMPLY WITH FEDERAL MOTOR VEHICLES SAFETY STANDARD 102, "TRANSMISSION SHIFT POSITION SEQUENCE, STARTER INTERLOCK, AND TRANSMISSION BRAKING EFFECT", AND FMVSS 114, "THEFT PROTECTION AND ROLLAWAY PREVENTION". ON SOME OF THESE VEHICLES, THE TRANSMISSION SHIFT CABLE ADJUSTMENT CLIP MAY NOT BE FULLY ENGAGED. IF THE CLIP IS NOT FULLY ENGAGED, THE SHIFT LEVER AND THE ACTUAL POSITION OF THE TRANSMISSION GEAR MAY NOT MATCH. WITH THIS CONDITION, THE DRIVE COULD MOVE THE SHIFTER TO "PARK" AND REMOVE THE IGNITION KEY, BUT THE TRANSMISSION GEAR MAY NOT BE IN "PARK".
If you are having a problem with your ignition switch, repost question with full details.

2005 cobalt stalling out

If the power steering is tight and does not loosen up,i would say the power steering pump is locked up.With the engine not running ,remove the drive belt from the engine.Try and turn the power steering pulley with your hand.It should be easy to turn, turn it 4 or 5 times all the way around. If you can not move the pulley,or it stops,or gets tight turning it all the way around, then it is a bad power steering pump. This is something you will want a mechanic to do.If I can help, let me know.

Power Steering

Yes your absolutly right.
I have a 2006 Cobalt and my power steering completly failed. And this isn't a cheap fix. A quote of over $700 for a steering column replacement because these cars run electronic steering. Unless your under warrenty start searching salvage yards for working steering columns.

Where to put steering fluit in the cobalt ls 2006

There is no place. The Cobalt has an electric power steering system. There is a bad problem with this car. My nephew had problems and when checking found out that there are way too many problems with this system. The entire steering column assembly has to be replaced. There is no recall issued on this for the Cobalt, but I heard that there was a similar issue recall for the Malibu. Hope this helps. I feel your pain!!

Power steering goes out

General Motors has decided that a defect, which relates to motor vehicle safety, exists in certain 2005-2010 model year Chevrolet Cobalt vehicles;
2005 model year Pontiac Pursuit; 2005-2006 model year Pontiac G4; 2006 model year Pontiac G5 Pursuit; and 2007-2010 model year Pontiac G5
vehicles equipped with electric power steering. Some of these vehicles have a condition in which a sudden loss of power steering assist could occur at
any time while driving the vehicle. If the power steering assist is lost, a chime will sound and a "Power Steering" message will be displayed in the
Driver Information Center to inform the driver of the condition. Steering control will be maintained, as the vehicle defaults to a manual steering mode.
If power steering assist is lost, it may require greater driver effort at low vehicle speeds, for example, below 15 mph (25 km/h). Unless a driver
compensates for this additional effort, it may increase the risk of a crash.
