Havent heard of that for a long while -.MOT anyway have you checked for a feed to the switch first as this could be the problem no feed for whatever reason ,if a feed to the switch and remember the dipped headlights have to be on for a feed to be present then if you have a feed its a fault dont the line somewhere but on a uk vehicle this old it could be the light itself has a corroded earth ,?? no dont think so as the fog light is in the back light cluster so the other lights wouldnt work ,check for feed to the switch first ,dipped headlights and ignition on ,then post what you find

I've got a '95 Escort Ghia and my fog light fails every year - my problem was routed to a fault on the mechanism that kept the button depressed in my dash - luckily I've got a brilliant garage who I trust so it wasn't expensive to fix - if your fog light is on your stalk ,then it could be a stalk problem.
Another thing to check for is your fusebox. Escorts had a badly designed engine bay that leads to damp entering the fuse box

Have an escort si 1996,the sidelights, rear lights, front and rear fog lights.normal beam is ok and the brake lights.could this be a relay or the stalk as i have checked the bulbs and fuses.

do you not have High beams? or are they dim? If dim sounds like alternator. If no high beams then steering column light switch bad.

Sounds like possibly the ignition switch is going out. Try jiggling the key in the ignition in the on position and see if your lights come back on.
