Car does not want to start unless you turn key on and off a couple dozen times when car is up to temperatue car will start right back up but if ya let it sit for a while it wont start again

replace the starter as you have a armature/commutator problem
have it checked on the bench at an accredited auto electrical shop commutators/armatures can be bought separately to reduce cost of new starter
It sounds to me like you are looking at the wrong thing. If you needed a battery it would not turn over. Try just turning the key to the on position for a few seconds. If it starts right up you may have a fuel check valve the is not working properly all the time. It has been a long time since I worked on cars so I can only point you in what I think is the right direction possibly. Good Luck
If it's an automatic gearbox vehicle, then check the operation of the gear selector switch within the selector mechanism. Most autobox vehicles will not start unless this switch sends a signal that the car is in either park or neutral.
easiest way to handle this problem is as you turn the key turn the steering wheel back and forth not real hard bust firm and try and turn the key foward and back at the same time. usually what happens is the little detente inside the column gets stuck just right and stops the tumbler from moving
Try to unlock by turn the key back towards ya and then try to push the key torwards the start. Make sure ya put the stuff ya took out back the same way ya took it out. If ya do not ya will run into this kinda prob.Make sure all wires are reconnected and so forwth. Before trying to start do not force the key to turn the colomn. It should be like it was before and if it is not then ya got something wrong so start back square one until the key click and moves as it had before.
My '91 80 has trouble starting as well. I usually have it die right away after the engine starts about 3-4 times until it actually will stay on.
