You will need to prime the engine. Put your key in and turn the key on for 10 seconds and turn it off for 10 and do it again. Do it about 7-8 times. Listen for your fuel pump to kick on. You might have to reset the fuel pump fuse, switch, or relay.

you haven't mentioned what make or model of vehicle
you will have to check that the pump is actually working as some fuel pumps have small plastic gears as the pump and when run out of fuel these gears have no lubrication and so melt in the case
( toyota 4 runner from experience)

Car wont start

It is very bad to let your car run out of gas. You may need to give it exessive amount of gas when starting it.
