If your radio does not diplay but works it is the kcd display seen many of these with this issue new radio will correct this concern no fuses for the display

there is a port and it takes r123a and it has a green port on it but if it's leaked out you mave have to have it vachumed out, if you charge it be sure to get R134a with oil so that you don't burn up the pump, when the thing leaks it loses oil.

02 ford sport trac explorer no instrument lites, #33 fuse no power tofuse box

In the owners manual below, starting page 128, it has fuse box diagram which looks like fuse 1 under the hood is power for fuse panel may be the power to inside fuse panel. I take it you say you have no power to fuse panel inside vehicle.
