There is a switch on the side of your transmission called a nuetral safety switch. if this swith isnt wirking properly it will cause these problems. the switch is designed to keep you from starting the car while in gear.

Thanks for the response. Additional question is that this starting issue only happens in the cold months. Would the neutral safety switch be only a cold weather concern or a full year concern? Thanks again.
it is an electrical switch which maybe getting wet and freezing or could have mud on/in it. it would not be exclusive to the winter but may cause more problems at this time.

If
the starter dims the lights noticeably when activated the starter is the culprit.
If it got stuck and ran with the engine the bearing will cease and the starter
will not turn. Dry bendix and or bearings will prevent starter to swing. If the
rotor is touching the field coils it will short and will not turn.
