Where is the starter located on a 1995 ford explorer? How do you take the old starter out?

Try cleaning the battey cables first maybe the starter is working good, 15 years gives some rust to the cables, try with a wire brush, you could save some $$$$.

The starter is bolted to the transmission bell housing with
two bolts and hangs under the vehicle
on the passenger side

1995 ford explorer wont start

You could be right. It could also be a bad connection between the battery and starter. It takes 11 volts to crank a Ford starter.
You might want to clean the cables and check the voltage at the starter post.
Could also be a problem with the engine.

I have a 1995 Ford Explorer V6 4.0 It seems when my car runs for a while or is hot it will not crank. What causes this and what can I do to fix it?

The most common is dirty battery cables (especially the lower ends - they're exposed to grease and dirt) I'd start by cleaning ALL the battery cable ends. NOTE: It could also be a starter, Ford starters have been known when hot tend to "drag". Clean cables first and if that don't solve your issue, pull starter and have it tested FREE at any good parts store (Autozone, Advance, etc..)

Where is the fuel filter located in the 1995 explorer?

For 1995 Ford Truck Explorer 4WD 4.0L EFI 6cyl the Fuel Filter is located under vehicle, driver side, below seating area, rear of engine, mounted on frame rail in fuel line.

u have to undo the motor mounts put a board under ur oil pan lift ur motor i think its three bolts to the starter
