The 1999 GMC Safari automatic transmission requires at least 4 quarts of automatic transmission fluid. This should be changed every 30,000 miles, and the vehicle should be completely level whenever it is checked
Hello,
Just snug them up. It is not necessary to use a torque wrench on them bolts. After you refill the transmission with transmission fluid check for leaks.

Hi!!
Check the transmission fluid level, here is how.
Engine running, move shifter one gear at the time until you get to one and then back to park, do this a couple of times and then check your fluid level. Also check for burnt smell on the fluid. Fluid should be of a pinkish color, if too dark, service transmission.
Good Luck!!
A HELPFUL - 4 THUMBS - rating for this solution would be greatly appreciated. Thank you for using FixYa.
If it has been in a flood, change it. Water will eat the valve body and pump gaskets. Even if it has been changed once, you won't get it all. Changing it a second time is a good idea. Use Dexron VI
Check the transmission pan for filings, clean out. Refill your transmission fluid. If this doesn't solve it, the gears have been ground down to far for a cheap repair.
If you're doing 60-70 in 2nd Low, your tranny is probably already shot.
