I have a 1994 pontiac grand am the ctys fuse keeps blowning

Sounds like you have an short somewhere in the wire hence why its flowing too much amperage which in turn is blowing your fuses, look over the wiring really good

    Check your cig lighter slot, i had grand am with center console ashtray lighter combo... Stored my change in ash tray,penny dropped in shorted and blew fuses one after another

The fuse panel cover should have a diagram on it with locations of the fuses. the cig lighter is usually called ACC. I'm not sure what the power lock would be called, maybe PL?

there is a micro switch behind your brake pedal that activates the lights when you push the pedal. it will create a short if it's faulty
