The error code definition reads:
"Catalyst Efficiency Below Threshold Bank 1"
It's possible it might be the oxygen sensor, but it's more than likely the catalytic converter. This is a relatively common code for VW's.

Check the performace range of the up stream O2 sensor. A bad O2 snesor will set the code P0172, P0420 and possible misfires on the cylinders (to rich), to much fuel in the cylinders. The P2181 could be caused by a bad temperature sensor or a faulty thermostat. I would go for the temp. sensor or the thermostat first, clear the codes and then drive the vehicle and see if any other code sets. If it does then check &/or change the O2 sensor if faulty, burned out or has slow response.....

The secondary aux air pump needs to be removed in order to access the coil pack secured to the block. Remember the bolt for the coil needs to be torqued down to 7ft lb.
