First thing you need to do is check the venting system. Jeeps use either a PCV valve or a ported valve.
In either case, make sure that the valve on the valve cover is clean and able to flow. PCV valves are not expensive so I'd just replace it if you have one, CCV (ported) can be cleaned out with a small wire and carb cleaner.
Make sure that there is vacuum present at the valve, if not, clear the line or fitting of carbon.
Both systems can only function well if the engine itself is in good condition. If you have worn piston rings, crank case pressure rises above the capacity of the system and excess pressure will vent to the air filter.
If that is the cause, nothing short of rebuilding the engine will stop it from doing that but I have seen some that people have removed the hose from the air filter box and diverted it into a vented "catch can"
so it doesn't foul the filter. it's not a "fix" but keeps the oil off the filter.

This is the classic signs of excessive piston blowby and a build-up of compression in the crank case. The only solution, unfortunately, is a complete sub assembly overhaul. Just to confirm the above, try taking the dip stick out while the engine is running, but stand clear, you could collect a spray of oil.

Where is the pcv valve in a 1991 jeep wrangler 4 cylinder

where is it, on a 2.5L I4 jeep. 1991. ok. first ever post with engine size.
bravo that. amazing....
the FSM covers this. factory service manual;,.
ok, i see you are reading books or web sites that have generic tuneup information, not relate to real jeeps, yes?
or bob with a toyota told me to change it out? yes?

Guess what?, there IS NONE.
it only has and ORIFICE.
and sure it can clog, and does, in fact i drove for 500,000 miles
in 3 jeeps. and cleaned it vast times.
on one car , the grommet got old and it the orifice collapsed.
and i had to buy a new one from jeep.
see word FIXED below.?
when it clogges, the engine leaks oil
and the oil pukes (backups) and dumps oil on the air cleaner.
there is no PCV valve, on this engine. but that dont mean its service free.

Oil blowing into air filter

A common sign of "blow by." It is due to wear at your piston rings, allowing motor oil to be pushed through your PCV system. I'm assuming you have a lot of miles?

I have a 1991 jeep wrangler.Getting motor oil in the air filter. What could cause this to happen? No PCV valve to replace.

Yes there is a PCV valve, you just have to look for it.
Engine may be over full on oil.

Oil blowing out of the dipstick tube.

On top of the valve cover there is a fresh air breather unit. Make sure the breather unit is not plugged.
Also the fixed orifice PCV should be clear. Find a tool that will go through the orifice and make sure it is clean.
Remove the vacuum hose and check it for cracks or internal damage. With the engine running, make sure you have vacuum through the hose.
Let me know when your finished cleaning the crankcase breather system.
