Whenever I start my 2004 Dodge Stratus, there is a loud squealing noise that sounds like it is turning like a belt or something. Recently, all belts, timing chain, water pump, and fuel pump were replaced. This also happens when I turn the wheel when the car is cold. the Dodge STRATUS option is not available, so I picked neon--I do not drive a neon.

You have to check drive belt driving p/s pump the belt is loose or the tensioner is not applying enough tension

If it's the sound I'm thinking of you might just need a new belt or a pully. Typically water pump going out sounds like you have a turbo winding up and steering will growl.

There are two companies that I've heard of that make a bypass pulley. One is Dorman the other I can';t remember. Both require that the compressor be removed and the pulley replaces it so you can run the same belt and configuration. You'd need to check with your local parts house to see if they make one for your engine. Most factory systems don't allow for a bypass... the belt usually ends up hitting something and not working.

Misalignment of the belt, incorrect belt, worn or loose tensioner, Too tight of an adjustment (many service centers do this on purpose so when the belt breaks in it becomes properly adjusted, I do not believe in this philosophy), The belt is actually one long belt called a serpentine belt.....

if you have climate control the a/c comp. comes on
intermitently if the clutch is going bad thats a suspect also the idler pully bearing could be tired
or the ps pump could be binding.
one way to narrow the field is the next you shut it off
after driving a short time see if any of the is noticably
hotter than the others thats a place to start.

Squealing NOISE possibly from fan belt

Belts stretch from new. Try to tighten them again. Hopefully the are not glazed or this may stay with you.

Power steering noise

Sounds to me that the power steering belt is loose. If it is a 2.4 litre engine it has two serpentine belts. You should replace the belts especially if it was smoking.

Squealing NOISE possibly from fan belt

If the noise going away every time u turning off the ac it's probably your ac compressor belt.however i will suggest to take some vaseline and rub it all over the exposed parts of your drive belt.
