Serpentine belt replacement is not complicated and requires only one tool. Find the tension pulley located at the bottom of the motor. This pulley is attached to a very strong spring and holds the belt tight against the pulleys through its serpentine route around the engine. Use a socket wrench with a matching socket the same size as the hex head bolt in the center of the tension pulley. Attach the socket and set the direction to tighten the same direction the spring action allows the pulley to move. Turn the wrench handle, the pulley moves and the tension on the belt slackens. Take the belt off the pulley and let it hang. To install the new belt Once the belt is around the pulleys allow it to hang freely at the bottom of the engine. Again, use the socket wrench to turn the tension pulley far enough so the belt can be wrapped around the pulley. Once the belt is around the tension pulley, release the socket wrench and allow the tension pulley to take up the slack. Good Luck!!
The tension pulley is moved with a special tool, your housing has a square 3/8.You need to access it through the bottom, yes there is no room you need the serpetine belt installation tool
First
take off the negative battery cable or blow the alternator fuse, facing the back of the car reach
UNDER the alternator and loosen the bolt on the bottom right side, now
loosen the bolt on the adjuster block on top, you can now turn the
adjuster bolt and move the alternator to change the belt. If you need to
change the steering pump belt on the front of the motor, you need to
loosen the nut on the back side of the idler pulley it holds the adjuster
pulley in place . Then you can use the adjuster bolt to move the pulley
to adjust the belt. Do not forget to tighten the pulley nut when finished.

The old one will come off easy enough, a reg serpentine belt on the outside of the engine, the tensioner is tightened up by a bolt, You need to loosen the bolt at the front of the pulley, then spin the tension off the belt from another bolt usually on top or from the bottom,, do the same in reverse to put it all back. If there is no bolt to move the pulley, look for a square hole in the bracket near the pulley, take a half inch drive breaker bar, and push either way to get it to move.Do the same to tighten it back up.
the power steering pump has a seperate adjuster bolt ont the bottom left of the pump if you loosen this off then loosen the pulley bolt it iwill move in to allow for the belt then tighten the adjuster bolt till the tension on the belt only allows for a 1/2 inch movement up or down then tighten pulley bolt
not the pump may be stiff to move at first
To replace belt, first loosen the pivot and slide bolt on the steering pump, then use the jack bolt below the pump to move it. Belt goes (ccw) around outside of ps pump, under idler pulley, over a/c compressorover alternator over fan pulley, over crank pulley over water pump and back to the ps pump. best bottom (grooved area) should match with any pulley with grooves, back of belt should contact smooth pulleys. 9example...grooved part contacts ps pulley, smooth back goes under idler pulley) When finished the water pump should spin ccw (I've seen them put on incorrectly so it turns backwards) Tighten jack bolt till the long strech of belt is giving about 1" deflection, then lock pivot and slide bolts down.
Maza's auto-tensioner should have a to where you bolt the tensioner on (if it was removed) and it will have to where when you pull on the pulley potion toward the front it unlock into one of two positions...one of them will work to give enough slack to put the belt on and then it will click/flip back into the other position to provide tension. I hate the auto-tensioner but sometimes its handy.
Which pulley are you referring to? If it is the one at bottom of the engine that all of the belts go around, you won't get it to move unless you start the car. when you say it won't move, do you mean it won't spin or won't shift position to allow slack in the belt? If it is the alternator not moving, you need to loosen the bolts holding it to the bracket and then slide it so the belt will go on. Did you simply cut the old belt off without loosening the alternator first? Usually the alternator and any other accessory items sharing the belt have to be loosened on their brackets to get the belt on and off and then tightened to get it back on.
