If the bulbs are good it could be 2 things a fuse if they do not light up at all, second if the "parking light" are working just not the brighter portion of the brake lights as in when you hit the brakes it is going to be your brake switch that is located on the brake pedal almost the whole way up. I think if the self adjusters are working properly you should be able to push the parking brake pedal (e-brake) to the floor once and release pedal. .
