Chevy had an issue with the blinkers and hazards not working all the time i found that when my turn signals stop working push the hazard switch until they blink then the turn signals start working again. its a faulty turn signal/hazard switch that needs to be replace costs about 30 bucks pretty simple to replace.

Turning signals not working all the time

Sounds like the blinker relay. Is the emergency flasher switch on the dash above the radio ? If it is the blinkers relay is the same as the emergency relay. If the blinkers stop working pound on the emergency lights switch and if they start working then replace the emergency lights relay switch cause the blinkers is on the same relay as the emergency lights. My 2001 Grand Am does the same and I just hit the emergency lights switch and they start working again.
