It means that the EGR flow is insufficient. This can be caused by several things, a couple of them are- a bad EGR valve, you can test it with a vacuum pump. It can also be caused by the EGR plumbing being clogged up. The engine will run fine with that code, it only effects you exhaust emissions at cruising speed, that is the only time the valve opens, to recirculate exhaust gas which reduces combustion chamber temperatures and thus reduces emissions.

if you manually push up on the EGR valve and the engine doesn't stall and the passages are all cleaned out then the problem is the EGR valve.

look on the inlet manifold for a the valve or it could be apart but it will have a pipe connecting it to the exhaust manifold so its easy to locate

number 1 cylinder is located closest to fan belts if belts are on left then its the first spark plug from left of engine or vise versa

TRY REPLACING THE EGR VALVE

Fuel regulator, EGR vavle and EGR valve sensor. But this really sounds like a fuel issue. You can also check your fuel pump, and of course check your air filter and your spark plugs.
