The relay is the ECM relay and it's in the fuse relay center under the hood near the battery. there is an EFI fuse alson and then theirs two more fuses after the relay ones fuel pump the other ECM. If the check engine light doesn't come on with the key the relay or the ECM fuse is blown if only the fuel pump does'nt work then the fuel pump fuse is blown or the fuel pump is bad.
I’m sick of reading answers stating that the fuel pump relay is under the hood on the 2007 RAV4. IT IS NOT under the hood and the fuse/relay labels are often mislabeled on 2007 RAV4s. Wannabe mechanics need to stop giving IT Guy style responses. The 2007 RAV4 fuel pump relay is hidden behind a plastic panel above the interior fuse box. The interior fuse box is located below the U.S. steering wheel and near the door. Find the OBD port and you’ll find the fuse box. Pop the panel above the fuse box and you’ll find at least three identical relays. One relay is for the fuel pump. It isn’t labeled, so figure that part out yourself.

The fuel lift pump relay is placed in the fuse box / relay plate fascia 2 for 2007 Audi A3 2.0 TDI. The fuse box / relay plate fascia 2 is placed above pedals behind a plastic cover. See pictures below:

under the hood on the drivers side you will see a box around where the break master cylinder is remove the lid there are fuses and relays in there under the lid will tell you which location and what each relay and fuse are for

located in the passenger's foot well,
