Just bought used 2003 Camry LE. Both rear windows dont' go down. Tried using master switch and also individual switches - no avail. Also made sure child safety lock was disengaged. If it's wiring or frozen motor or whatever, is this expensive to fix?

Check for the fuze under the hood. If that or remove the door panel and tap the motor when trying. The tracks may need grease. being windows never used much, and dirt stuck in them. Motors un about $50 dollars apiece in a junk yard.

Have you tried replacing the master switch in the drivers door?
Toyota switches can be dismantled ( carefully ) and the usual problem is dirty contacts.
When you dismantle the switches use a small flat blade screwdriver and do the job in a large clean area where you can find small springs and ballbearings that will fire everywhere if let them.

Passenger side window will not go back up

No.The drivers master power switch is probably bad.YOu will have to perform a test on the three other switches on the master. Check for power and ground when you push each putton. If the master switch fails the test you need a new master switch.

2000 pontiac grand prix the left rear window will not go up or down from master switch. It will go down from lr switch but not up. Tried new motor and another single switch. What could be the problem?

You might have a bad master switch. Generally, if a window, other than the drivers door, doesnt work at all from the mnaster switch, but does from the individual door switch, its usually a bad master.
